Health, Safety, Security, and Environment Policies
H.S.S.E/C.A.S Policy Statement
Top Engineering and Construction Co. Ltd operates with the realization that site activities may be hazardous to the health of personnel and the public, as well as to the environment if not carried out in an appropriate manner.
TECC Ltd’s business is therefore organized, planned, and executed in such a manner as to;
i. Protect and promote the health of the workforce as well as our activities in such a manner as not to adversely affect any third parties.
ii. Avoid injury to any worker, sub-contractors, and third parties that are either involved in/or are affected by our activities.
iii. Ensure the personal security of the workforce and third parties from hostile actions.
iv. Minimize the impact on the environment in which we operate
v. Liaise with nominated community liaison officers (C.L.O) where projects are sited for public relations purposes and in this way avoid friction between the host community and company in the course of job execution.
We ensure to execute of all projects in accordance with the HSE/CAS policy. Any activities must be suspended when the employee believes that they cannot be carried out in accordance with the HSE/CAS policy, and must report this immediately.
Health Policy
It is the policy of TECC Ltd to:
Preserve the health of our personnel, contractors, and third parties(who may be affected by our operations) and remain medically fit during the course of employment. Implications of this policy are:
a. The health of all employees shall be monitored on regular basis to ensure continued fitness.
b. Analysis of accident and sickness incidents shall be immediately performed to identify harmful operation practices and the necessary corrective actions implemented.
c. All workplaces, accommodation, and catering services shall be provided and maintained in accordance with our client’s company regulations.
d. Smoking in all operational areas, on company transport, and in public areas, corridors, meeting rooms, and shared offices is prohibited.
e. The consumption of alcohol on company premises and during hours of employment is prohibited. Employees, workers, and contract staff under the influence of alcohol or hard drugs on duty shall be dismissed from employment.
f. Company-retained clinic shall handle all emergencies.
g.First Aid box shall be provided for field operations. Record of medication of injuries treated shall be documented, and the content replenished as required.
Environment Policy
It is the policy of Top Engineering & Construction Co Ltd policy to insist that construction operations and sub-contractors operate in such a manner that the effect of their activities will not adversely affect the working environment.
Implications of implementing this policy are:
a. The environmental impact of activities or development shall be thoroughly evaluated and necessary preventive measures implemented.
b. The environmental impact of each operation shall be routinely monitored and corrective action taken as necessary.
c. All practical and reasonable measures shall be taken to minimize the generation of waste and to manage and dispose of unavoidable waste in an environmentally acceptable manner.
d. Chemicals shall only be used where operationally necessary. In selecting chemicals for use, the environmental impact shall be considered together with commercial and process performance attributes with the aim of choosing the least harmful.
e. All waste generated when executing the project shall be collected, handled, and disposed of in such a way as not to have an impact on the environment. Regular environment assessment shall be conducted by our environmental quality control consultant.
f. Our aim/goal is to leave the site as close to its virgin state in which it was found. All debris shall be cleaned to prevent injuries to lives and to preserve the Order of the Habitat.
Community Affairs PolicyOur community affairs policy trust shall aim to:
a. Avoid conflict with the host Community
b. Have a mutually beneficial relationship with the host Community by identifying and being sensitive to their yearnings.
c. Prior to mobilization/movement to any locality, TECC Ltd shall pay a visit to the Community chiefs and leaders.
d. Where possible, TECC Ltd shall engage in a Community development project.
e. Any Community disturbance or threat shall be reported to the client without delay.
f. The Corporate Affairs Department shall be responsible for Community Affairs Relations.
Security Policy
It is TECC Ltd’s policy to maintain the following security measures:
a. At project locations, part local security men shall be used to protect the company equipment in a bid to forge good rapport between the company and the host Community.
b. Security personnel shall be identified with appropriate uniform, clothing badge
c. Security items shall form part of the site HSE/CAS briefing and toolbox meeting. Incidents shall be reviewed in site/management HSE/CAS meetings. Security training/drills shall be conducted to increase awareness.
d. In volatile Communities, a special security squad shall be solicited.
All incidents shall be reported to the client and police.
Workmen’s Compensation Insurance Policy
Top Engineering & Construction Co. Ltd operates projects – with a specific insurance policy. Under this system, every TECC Ltd worker in a project especially a large project is provided with a Third Party Insurance title. We do this together with the above enumerated HSE/CAS policies because the life, health, and safety of our workers are central to our minds.
Quality Assurance/Quality Control Policy
Top Engineering & Construction Co. Ltd in its effort to satisfy projects' quality needs and requirements, has a quality policy to provide goods and services that not only meet the contractual specifications, codes and standards, and regulatory requirements but also the client’s quality expectations.
In accordance with the requirement of the ISO 9000 series of international quality standards, TECC Ltd has developed a structure for tackling quality problems by developing a quality policy.
The personnel performing functions affecting quality shall have sufficient authority, access to the work area, and organizational scope to identify, correct and prevent quality problems. He shall thus initiate, recommend and provide solutions to quality problems through predetermined channels and verify the implementation of solutions.
In view of this, the Quality Personnel shall develop a set of operations set out in a quality control procedure. This must contain a set of instructions of detailed procedures to achieve the Quality Control plan.
Both the Quality Assurance Manual and the Quality Control procedure are the foundation for guaranteeing that our Quality Policy is realized and maintained.
The Controls set out in the document shall include the following:

The Quality Assurance/Quality Control Procedure Plan for each project shall be approved by Management through the Site Manager who has the ultimate responsibility to resolve quality conflicts on projects as well as general manager of this very important aspect of work.
